Fairford Avenue and Ratliffe Street

Efren Virgen Jr. was walking on Fairford Avenue and Ratliffe Street in Norwal, California at about 2:30 AM Sunday when he was struck by a bus. Witnesses said that they saw flashing neon lights inside the bus and heard loud music playing. The bus is being described as a party bus.
