State police believe the other driver, identified as Brock Smith, 26, had meth in his system at the time of the crash.

Teen killed in car-vs-moped crash; driver arrested
He was placed into custody without incident and was booked into the Perry County Jail at 10:45 p.m. CDT on a Level 4 felony count of operating while intoxicated causing death and a misdemeanor count of operating while under the influence of a controlled substance.
Police say 18-year-old Phoenix Donaldson of Bristow pulled out from a driveway at 740 Bristow-St. Meinrad Road and, as he drove his moped into the southbound lane, he was struck by a northbound 2007 Chevrolet Aveo driven by 26-year-old Brock Smith of Tell City. Donaldson was pronounced dead at the scene. Smith was arrested on suspicion of having methamphetamine in his system at the time of the crash.
